2024 ACA Exchange & FFM Certification Info

It’s time to start preparing for the 2024 Open Enrollment Period! We’ll discuss all the certification changes and important updates that you need to be aware of for the upcoming plan year.

Read on to learn what to expect from the Federally Facilitated Marketplace certification and state exchange trainings.

Marketplace Training Deadlines for 2023

As you begin to prepare for the 2024 OEP, keep in mind that many exchanges have closed, or will soon be closing, their new agent registrations and trainings for 2023. The 2023 FFM certification closed to new agents on July 14, 2023.

Agents certified to sell ACA products in 2023 will need to certify for 2024 to sell during the OEP and next year.

2024 FFM Certification & Exchange Registrations

The 2024 FFM certification will soon be available through the CMS Enterprise Portal Marketplace Learning Management System (MLMS). For agents utilizing HealthSherpa, this training will also be available on the CMS Enterprise portal.

FFM certification is only required for agents selling in the federal exchange. If you only sell products in a state-based exchange, you’ll need to complete the appropriate state-specific training. Some state exchanges open agent trainings as early as mid-July. Check out the table below to see which exchanges are live now!

All agents must update their MLMS profile on the CMS Enterprise Portal in addition to completing the 2024 training course to be considered ready-to-sell.

Below, we’ve listed important dates for the ACA exchanges that Ritter is active in. Learn more about each exchange by registering with Ritter and visiting our Certification Center.

- Training can be completed through the CMS Portal, HealthSherpa, or INXSCloud

- 2024 certification will allow agents to sell for the remainder of 2023
GA- Georgia will operate as a state-based exchange on the federal platform for 2024
- Agents must complete the FFM certification
- Agents are required to maintain or obtain active Accident and Sickness Licensure in Georgia
- Agents can choose to complete the Georgia Access Certification in order to prepare for 2025 and receive 3 CEU credits
MD- 2023 new agent registration closed June 1, 2023
- 2024 agent registration opened August 1, 2023
- Completing 2024 certification allows an agent to sell for the remainder of 2023
- Recertification training deadline is TBD
NJ- 2023 training deadline is TBD
- 2024 training open date is TBD
- Recertification training deadline is TBD
- NJ FamilyCare/Medicaid Continuous Coverage unwinding training must be completed by August 31, 2023
- Completing 2024 certification allows an agent to sell for the remainder of 2023
PA- 2023 training closed August 1, 2023
- 2024 training opened August 16, 2023
- Recertification training deadline is TBD
- 2024 certification will allow agents to sell for the remainder of 2023
VA- Agent registration for the 2024 training opened July 28, 2023
- The 2024 training course opened August 11, 2023
- Agents who completed the 2023 FFM certification are eligible to complete a shorter training for 2024
- Agents who did not complete the 2023 FFM certification are required to take the full VA training program for 2024 AND the FFM certification
- Certification must be completed by October 10, 2023, in order to be ready-to-sell for the start of the OEP on November 1, 2023

As an approved vendor for the FFM certification, HealthSherpa is offering agents in the following states Continuing Education Units: AK, AL, AR, AZ, CO, CT, DC, DE, FL, GA, HI, IA, ID, IL, IN, KS, KY, LA, MA, MD, ME, MI, MO, MS, MT, NC, ND, NE, NH, NM, OH, OK, OR, PA, RI, SC, SD, TN, TX, UT, VA, VT, WA, WI, and WV.

Agents can also utilize INXSCloud, another Enhanced Direct Enrollment (EDE) partner to participate in FFM vendor training. INXSCloud is offering CEU credits in the following states: AL, AZ, NE, NC, ND

Remember: Returning agents are able to take a condensed training. Agents who are new to the ACA market and did not certify or missed a recertification deadline, must complete the full individual marketplace training. CMS has assembled a guide for new agents looking to complete certification and training.

We previously mentioned that agents selling ACA plans in Georgia would have to complete both the FFM certification and the Georgia Access training. Georgia will not be operating as a state-based exchange for the 2024 OEP. Agents only need to complete the FFM certification in order to be ready-to-sell.

Agents who have already completed the Georgia Access training will be able to roll over this certification for 2025. Agents may also elect to complete the training in order to prepare for 2025. Three CEU credits will be offerred for completing the training.
